We could probably argue for a long time on whether or not it would be wise for Nintendo to release a dedicated portable when they're banking on the success of a hybrid console/handheld. (I think it would probably be fine if their titles are cross-compatible or developed in unison for similar architectures.) The fact remains that Nintendo's letting its New 3DS stock run out, and the Switch will (almost certainly) not be able to play 3DS games. Considering that the big N has never released a proper handheld that lacks backwards compatibility, I think we're due for some kind of new hardware that can play 3DS games, (even if it's not exactly 'next-gen').
