Why do console games have no gfx settings?Could Nvidia bring some fresh air?

With all the chatter about power, performance and graphics, one question came out in my mind: if a game is heavy and suffers some fps drops, why don't just let players tweak or choose quality setting?

This question applies not only to situations where you need more fps, but also to those when you would have extra power standing by.

Examples could be: lower shadows quality to gain performance, or extra texture filtering when you already got plenty of fps.

What's the reason for this total lack of choice?

And what do you think about NS? Could Nvidia have implemented something, also seen its long and brilliant experience with GPU related software?
